The Uganda Vision 2040 serves as the country’s long-term strategic framework for transforming Uganda into a modern and prosperous nation within 30 years. It emphasizes strengthening the fundamentals of the national economy to harness key opportunities, including oil and gas, tourism, minerals, ICT, industrialization, agriculture, and trade.
To achieve this vision, six priority areas have been identified: infrastructure development (energy, transport, water, oil and gas, and ICT), science and innovation, land use and management, urbanization, human resource development, and security. These focus areas aim to drive economic growth, enhance productivity, and improve livelihoods, positioning Uganda for sustainable development and global competitiveness.
To implement Vision 2040, Uganda has developed a series of National Development Plans (NDPs). The Fourth National Development Plan (NDP IV) (FY2025/26–FY2029/30) aims to double GDP within five years and set the foundation for a tenfold increase over 15 years. By FY2029/30, GDP is projected to grow by 10.1%, reaching USD 158 billion, while per capita income is expected to rise from USD 1,146 to USD 2,008. Household incomes will increase from UGX 202,131 to UGX 578,635, with subsistence farming reducing to 31% and formal financial inclusion reaching 100%.
